The gateway is Taipei, reached by air via Taoyuan International Airport (TPE) or Taipei Songshan Airport (TSA). First head into central Taipei from the airport, then take the TRA (local train) or an express bus (such as Kuo-Kuang Motor Transport No. 1813) for about 40-60 minutes. Trains run frequently and are unaffected by traffic, making them reliable. Keelung Port is a hub for cruises and recreational fishing, close to the station and bus terminal.

Keelung and northern Taiwan (toward the Northern Three Islands = Pengjia Islet, Mianhua Islet, and Huaping Islet) are a popular area for targeting amberjack (pelagic fish) and grouper (bottom fish), with active shore jigging from breakwaters and rocky shores and offshore charter-boat jigging. Generally, in winter the northeast monsoon (northeast wind) strengthens, roughening sea conditions and making it hard for boats to depart, while spring to autumn (roughly April-October), when the wind calms, is suitable for actual recreational fishing and jigging. Since the specific open seasons and peak times for GT, large pelagic fish, and bottom fish vary by boat operator and local conditions, it is recommended to check directly with the charter boat about departures.

Keelung's calling card is solid jigging on the nearby grounds like the Pengjia (northern) islands. Amberjack fish best in autumn and winter where the mainland coastal current collides with the Kuroshio, schooling offshore of the northeast corner around Aodi. Summer to autumn shifts to night trips out of Bisha fishing port for hairtail and squid. The night-fishing season runs roughly Apr-Oct.

Keelung has a humid subtropical climate (Koppen Cfa) and is one of the rainiest places in Taiwan. Annual precipitation reaches about 2,100-2,270 mm, earning it the nickname "Rainy Port." It rains a lot throughout the year, with rain concentrated especially in autumn to winter (around October). The annual average temperature is about 21°C. Summer (July-August) is hot and humid, and even winter (January) is relatively mild but feels cold due to the northeast monsoon. Always carrying a folding umbrella and rainwear is recommended.
